Definition and scope

A compliance gap analysis, in the cybersecurity context, is a systematic comparison between an organization's implemented controls and the mandatory or recommended controls prescribed by a target framework. The scope is defined by three variables: the applicable regulatory or contractual standard, the organizational boundary (which systems, data types, and business units fall within scope), and the assessment depth (documentation review only versus technical testing).

Gap analysis is distinct from a full risk assessment. A risk assessment quantifies likelihood and impact across a broad threat landscape; a gap analysis is norm-referenced — it measures presence or absence of specific required controls against a fixed baseline. NIST SP 800-53A, Rev 5 provides the canonical assessment procedures for federal information systems, defining assessment objectives and methods for each control in the SP 800-53 catalog. How it works

A compliance gap analysis follows a defined phase sequence. Deviating from this sequence — for example, conducting interviews before reviewing documentation — degrades result quality by anchoring assessors to stated rather than demonstrated practices.

  1. Framework selection and version confirmation. Identify the governing standard by name, version, and publication date. NIST SP 800-171 Rev 2 and the forthcoming Rev 3 carry different control counts and structures; conflating them produces inaccurate gap tallies.
  2. Scope definition. Delineate the authorization boundary: which systems, networks, data flows, and third-party connections are within scope. Decision boundaries

Gap analysis versus penetration testing. A gap analysis assesses control implementation against documented requirements; it does not validate whether implemented controls are technically effective under adversarial conditions. A firewall policy documented as "implemented" may contain misconfigurations that only penetration testing or a red team exercise would surface.
